and ehh, Outlawz had the number one projected, so getting two isnt so much luck, its closer to a coin flip

He wasn't going against every other GM in the lotto individually, he was going against the field If you finish with the worst record you're most likely to have the 4th pick. He was, by definition, mildly lucky to have ended up with a top 2 pick as opposed to three or four. Semantics though, doesn't really matter.
