I explained how they were calculated in my first article, I figured people would get tired of hearing it.
oRtg has 50 pages in a book dedicated to how it's calculated. It's not simple, but the basis of it is number of points a player produces * 100 divided by number of possessions a player uses. A made two point shot is not necessarily worth the full 2 points, as some credit has to be given to whoever assisted the basket, and whoever may have kept the possession alive with an offensive rebound. It's really complicated, but that should give you a basic idea. It's a measure of offensive efficiency, and in this league the average is 112 points per 100 possessions used (a 112 oRtg).
PER attempts to add up a bunch of box score stats, weight them accordingly, and spit out a single number representing how much that player produced per minute on the court. The league average is always 15.

You use estimates. Again, there's 50 pages written (and a lot more discussed) about why to use certain estimates.

no idea how you accurately calculate this without actually seeing the game the only per stat that you can't get as I recall is offensive rebounds

Correct. I take everyone's rebounds and assume that 30% are offensive and 70% are defensive. Obviously not ideal, but best I can do.

does the formula not take into account receiving the ball on a possession without producing anything stat wise?

something that doesn't contribute to a box score stat wouldn't show up in formula's like this. oRtg can incorporate some stuff like the percentage of shots a guy has assisted (James Jones was like 98% this year, lawl), but if that data isn't available uses the league average.
Obviously with FBB stuff we don't have any data outside of box score stuff, so yeah.
