To be honest, I think 3 only hurts the better, active GMs that catch some rough breaks. I know Andy managed to rebound, but just imagine if he caught a rough injury and didn't make a run back into things. Firing Andy just because of the CY would've been a huge mistake (one I don't believe Spencer would've made anyway). On the other hand, it also serves to prevent the faggots who have to tank for multiple years to be good. It's tough. 4 would be the better option if you wouldn't have people take advantage of it, but that's not going to happen, and you can weed out the shitty GMs that way anyway, since Spencer could just stallin someone who was really sucking.
It should be 3.5

If you tank 3 years, you need to win 42 games in the 4th year to avoid the following... If you tank 4 years, you must win 46 games in the 5th year.
